Description
The Hampshire Public Health Strategy 2023-2026 aims to reduce the number of residents harmed by drugs and alcohol by providing high quality prevention, treatment and recovery services.
In Hampshire, there are an estimated 2,100 people who use opiates and/or crack, and around 9,000 people who are alcohol‑dependent and not currently in treatment. In addition, over 5,000 people are engaged in drug and alcohol treatment and continue to experience significant vulnerability.
Recovery Ambassadors are people with experience of drug /alcohol dependence who are now in recovery, and with training and support, are able to use their experience to help, engage and inspire others to choose or maintain their recovery from drug and/or alcohol use.

All staff engaged in the delivery of the contract must hold valid Disclosure and Barring Service (DBS) checks, commensurate with the nature of the services being delivered, prior to the contract start date.
Capacity and Capability:
The organisation must have in place sufficient and appropriate human and technical resources to deliver the service in full compliance with the Service Specification from the contract start date.

Payment terms
The Provider shall invoice the Council for payment of the Agreement Price at the time the charges are expressed to be payable in accordance with Schedule 3 (Payment and Invoicing). In line with the Contract Terms and Conditions, a purchase order will be raised through our internal payment system and on receipt of a valid undisputed invoice, this will be paid within 30 days.
Description of risks to contract performance
Local Government Reorganisation (LGR) is part of the Government plans to replace the current two-tier system of county councils and district/borough councils with unitary councils across the country. The County of Hampshire is impacted by this and is currently progressing through the LGR process.
