Description
YPO is looking to establish a Framework for the provision of a comprehensive range of Software Application Solutions to support UK public sector organisations and replaces the previous YPO agreement 1095.
This framework is for the provision of a new solution, amendment, or upgrade of an existing solution, from a single boxed order through to the full deployment of a software solution and the associated ancillary services. This may include commercial off the shelf software (COTS), open-source software, software licenses or niche and bespoke software.
Where required, hosting services may be provided by the Supplier, along with the monitoring and management of the entire solution and can be delivered as a subscription-based Software as a Service model.
The framework will incorporate 15 Lots. Goods may be purchased under each Lot, where they are relevant and a requirement to the usage of the overall purchased software requirements.
Each Lot has been designed to provide a full end-to-end digital solution, within the category area detailed in the Lot Title and will incorporate AI functionalities.
The end customer will place orders directly with the Supplier following an Award Without Competition or Competitive Selection Process on a “contract” basis whereby the Supplier will deliver direct to the end customer on an agreed basis. Invoices and payments are dealt with directly between the end customer and the Supplier.

Description of possible extension:
The maximum duration period of all Frameworks in the Open Framework scheme will be 8 years, from 22nd February 2027 to 22nd February 2035 (subject to an annual review, incorporating price re-establishment and KPI performance).

Framework 5 Has an option to extend for a further 6 months until 22/02/2035 leaving Framework 5 with a Maximum period of 2 years.

Framework operation description
Open Framework which is anticipated to run for a total of 8 years with the option for Contracting Authorities to Call-off via either award without competition or competitive selection process.
The end customer will place orders directly with the Supplier following an Award Without Competition or Competitive Selection Process on a “contract” basis whereby the Supplier will deliver direct to the end customer on an agreed basis. Invoices and payments are dealt with directly between the end customer and the Supplier. Full details of each Call-off methods can be found within the procurement documents.
YPO’s customers and the Supplier will sign up to a Call-off Contract and agree a service plan. The customer will then manage this Call-off Contract to ensure that the required services are completed. Invoices and payments are dealt with directly between the end customer and the Supplier.
YPO will allow Tenders to submit a full pricing document containing pricing for each service line within the lot/s that the Tenderer has submit a bid for.
Prices for this Framework Agreement must be fixed ceiling price for an initial period of 12 months. After this initial period YPO will allow for an annual price re-fresh. Prices may be lowered at any point in time in suppliers services and product offers within Customer Call-offs.
Any abnormally low or high pricing must be backed up by appropriate evidence. Updated pricing information will be then used by any Contracting Authority wishing to Call-off from this Framework Agreement. YPO and its customers reserve the right to reject prices which are deemed abnormally low or unsustainable.
Suppliers who fail to submit refreshed pricing and/or confirm that their existing pricing still applies within timescales required, will be excluded from Award Without Competition Call-offs for the following year.
Prices for Competitive Selection Process will be fully re-opened and determined at the Contracting Authorities’ Competitive Selection Process stage.
