Description

To create a UK wide digital service which will provide a near real-time overview of the delivery status, and support operational delivery of health and care research across the UK.

The services we create through RDDI will provide information to patients, the public, industry and other stakeholders on health research happening across the country and will provide deeper insights into research performance, capacity and capability in research delivery organisations.

The contract is for the provision of a unified Research Delivery Data and Intelligence solution (the Solution) that provides Central, Regional and local portfolio management capability and a central data and intelligence integration, analysis and reporting tool. This will allow UK administrations and wider stakeholders to interrogate and display research delivery data in a range of different ways.

Description of possible extension:

The expected contract duration includes the Implementation Phase followed by an initial term of 5 years from operational Service Commencement Date with the option to extend by up to a maximum of a further 3 x 12 months (max 36 months). The Implementation Period is expected to be completed by 31/03/2027. Maximum 8 year contract term including extensions.

Financial Capacity:

Employers liability insurance: Cover for each single event in each Contract Year, of not less than five million pounds (£5,000,000)

Professional indemnity insurance: Cover for each single event in each Contract Year, of not less than five million pounds (£5,000,000)

Cyber liability insurance: Cover for each single event in each Contract Year, of not less than five million pounds (£5,000,000)

Legal Capacity: GDPR all personal data stored and processed under the resulting contract must be done so within the UK or EEA. No personal data can be stored, processed or transferred outside of the UK or EEA under the resulting contract.

Subject to the relevant provisions of Schedule11 (Charges and Implementation), the Authority shall make payment to the Supplier within thirty (30) days of verifying that the invoice is valid and undisputed.

Unless the Parties agree otherwise in writing, all Supplier invoices shall be paid in sterling by electronic transfer of funds to the bank account that the Supplier has specified on its invoice.

Description of risks to contract performance

The scope and value of the contract may be directly impacted by a number of risks which may materialise during the term of the contract. The modification of the Contract to remedy any of the risks will be treated as a permitted modification. These include:

• Future policy changes which require mandatory changes/development to the solution

• The volume/size of research data to be migrated into the solution from other systems

• The increase in users, implementation and migration of data from new users including Devolved Authority

• Number and type of users based on government requirements and restructuring of departments in relation to research programmes and funding.
