Description

Currently, the Youth Engagement Project has contracts in place for service delivery by specialist delivery partners and we aim to replicate this for the YFF – Randomised Control Trial which will be a new externally funded provision. The Youth Engagement project will support the control group participants of the YFF – Randomised Control Trail which has been awarded to Cornwall Council by the Youth Futures Foundation to offer a 15-month project aimed at offering Pre-Employment Vocational Training to individuals who are 16-24 and are NEET.

Description of how multiple lots may be awarded:

Lots in this multi-lot framework will be awarded individually and tender submissions must clearly state on each document to which Lot it refers to.

There will be no restriction to the number of lots a Provider may submit for. A Provider may tender for all 8 lots.

There will be one Provider awarded for each lot.

The framework will only be open 21st May 2026 to 7th June 2026 for Providers to submit tenders, the Contract will run from 1st September 2026 to 31st December 2027 and there will be no further opportunity or reopening once the tender closing date has passed.

The total value of all 8 Lots equates to £775,000. In addition, Cornwall Council will retain £225,000 in order to manage, administer and oversee the delivery of this provision.

The total budget is £1,000,000 of which £775,000 is for this tender opportunity split into 8 Lots.

Justification for not publishing a preliminary market engagement notice

The Council has not engaged the market on this occasion due to the vast number of potential Providers already working with the Council in these areas. There are over 120 Providers on the Council’s Community Based Out of School Provision (Eotas) Approved Provider List, all of whom will be aware of the tender and deliver the services we require as part of this tender, when it is advertised through formal channels, as will potential new Providers when the PA23 notices are published. The Specification will provide sufficient detail for the projects to be open, fair and transparent.
