Description

Via East Midlands on behalf of Nottinghamshire County Council (NCC) provide a variety of works on both a planned and ad-hoc basis, addressing situations where internal resources are insufficient. This service necessitates the provision of operatives to undertake the completion of a wide range of tasks on the highway to minimise disruption to the network.

Via East Midlands will appoint a selection of three experienced and competent Contractors to provide Day Works Civils support on both a planned and ad-hoc basis, addressing situations where internal resources are insufficient.

Due to duly substantiated urgency not attributable to the Authority, the tender timescale has been reduced to 10 days to ensure continuity of critical services.

Framework operation description

The contract will be awarded to the three bidders who submit the Most Advantageous Tender (MAT.)

Direct Award – The Client may select a Supplier based on the most economically viable and the rankings in which the Suppliers were awarded onto the Framework.

Further competition – All Suppliers appointed to the Framework are invited to provide a quotation for the work. The Client provides the additional Contract Data, Scope, Site Information, pricing document, assessment criteria and selection questionnaire, as applicable for the work and instructs the Suppliers to provide a quotation. The Supplier provides a quotation in accordance with the quotation procedure and within the timeframe specified by the Client.

Award criteria

The contract will be awarded to the three bidders who submit the Most Advantageous Tender (MAT.)

Once Via East Midlands has reached award decisions and received formal approval for the contract award to the three leading bidders, the process will move forward. A simultaneous contract award decision notice will be published through the tender portal for all bidders. A UK6 Contract Award notice will be issued after an award decision is made and before the contract is signed, initiating the 8-day mandatory standstill period.

The standstill period provides all bidders with a fair chance to understand the outcome, review the evaluation of their tender, and consider challenging the procurement process outcome.
