Description 

The Authority is seeking to establish a 4 year Closed Framework Contract (CFC) in accordance with Section 47(1)(b) of the Procurement Act 2023 (PA23) for the provision of asset compliance, building safety and assurance services, structured across the lots outlined in the procurement documents.

The services required under this framework will support a range of CHIC members and will apply to a diverse portfolio of domestic and non domestic assets, including individual properties, blocks and estates, as part of members’ asset management, compliance and assurance programmes. The framework is intended to support members in meeting their statutory, regulatory and governance obligations, while managing risk to residents, staff and building users.

CHIC is seeking to establish a multi disciplinary asset compliance and assurance framework, incorporating the specialist services identified within the lots and any other associated services that may reasonably be required to support compliant asset operation and building safety. Support may be required at any stage of the compliance lifecycle, including but not limited to risk assessment, inspection, monitoring, maintenance, remedial works, independent assurance, audit, reporting and verification. Services may relate to planned compliance programmes, responsive or corrective works, assurance exercises, or other compliance related requirements arising during the framework term.

The Framework Contract will provide members with access to competent, pre qualified suppliers and their supply chains, delivering statutory compliance and assurance services across the asset compliance disciplines included within the framework. It is recognised that it is not possible to pre price every potential compliance activity that members may require over the duration of the framework. Accordingly, the Authority reserves the right to include additional, similar or associated services that fall within the broad scope of the framework, with pricing to be agreed between the individual member and the appointed supplier on a project by project or call off basis.

The framework is intended to provide national coverage across the United Kingdom (UK). Suppliers will be given the opportunity to identify the geographical areas or regions in which they are able to deliver services as part of their submission, enabling members to select suppliers with appropriate local presence and capacity.

Lot 1. Water Storage and Distribution Systems

Description

This lot aims to deliver a comprehensive range of water‑hygiene services, including risk assessments, sampling, and the servicing, maintenance, installation and replacement of water‑system components to ensure safe, efficient and compliant operation. Activities include accurate measurement and data capture, system cleaning, disinfection, commissioning, and the correct installation and upkeep of pipework, fittings and insulation. The lot aims to ensure long‑term water‑quality integrity, reliable system performance and effective control of water‑hygiene risks.

Lot 2. Asbestos Management and Removal

Description

This lot aims to provide comprehensive asbestos‑management services across domestic and commercial properties, including surveys, sampling, analysis, register management, monitoring and advisory support. It covers both management and refurbishment/demolition surveys, emergency response, data provision in structured formats, and technical guidance to support safe decision‑making. The lot ensures Members receive accurate asbestos information, effective risk assessment, and ongoing support to maintain safe, compliant buildings throughout the asset lifecycle. In addition, this Workstream covers asbestos removal, encapsulation, abatement and all associated licensed and non‑licensed works, including the provision of enclosures, waste management, and controlled demolition where required.

Lot 3. Compliance Service Assurance

Description

This Lot covers desktop-based audit, review and assurance activities only. All services are delivered through documentation review, data analysis, technical evaluation and digital evidence validation. No onsite inspections, surveys, intrusive investigations or physical attendance are included within this scope. Where an onsite activity is necessary to validate compliance, the Supplier will notify the Member for direct instruction under an alternative arrangement.

Framework operation description

CHIC is acting as a Centralised Procurement Authority (CPA) for our members (Contracting Authorities). Members that decide to use the framework must comply with the Act and they can delegate their obligations to carry out call-off exercises in whole or in part to CHIC.

Call-off contracts may be awarded with or without competition(direct award contract(DAC)).Any DAC by a member will be subject to a business case complying with the objective mechanism of the framework and the core terms of the call-off contracts. A ‘competitive selection process’ will be used including ‘conditions of participation’ to assess suppliers’ technical ability to perform the contract.

In a competitive selection process, any assessment of suppliers’ proposals must be based on some or all of the award criteria used to assess tenders at framework award, which may be refined, e.g., additional sub-criteria may be included or the criteria explained further. Call-off contracts may extend beyond the term of the framework.
