Description
The City of York Council (the “Council”) wishes to appoint a maximum of five (5) Providers, under a new Framework Agreement, to ensure the provision of highway maintenance gangs / operatives, comprising labour, vehicle, and appropriate plant and equipment, to work independently on highway maintenance tasks. This will supplement in-house Highway Maintenance Gang resources during periods when the Council faces additional demand.

Framework operation description
3.7 Call Off Contracts will be awarded by direct award to the highest-ranking Provider on the Framework Agreement, that is able to undertake the work required.
Where the highest-ranking Provider on the Framework Agreement cannot undertake the work required, the Council will then award a Call Off Contract by direct award to the second highest ranking Provider and so on. Please refer to the framework agreement for further details.
