Description
DfI Training Centre wishes to establish a Framework Agreement for the provision of training services. The Framework Agreement will comprise of 3 lots as detailed below. Lot 1 – Gas Safety Training and Assessment Lot 2 – Confined Space Entry Training Lot 3 – VHF Band Radio Operation Training and Assessment. A maximum of two Suppliers will be placed on the Framework Agreement for each lot. Suppliers should refer to the Specification Schedule for full detail on the deliverables. The Department cannot provide any guarantee as to the level of business under this contract.

Lot 1. Gas Safety Training and Assessment
Description
Training and Assessment Event content to include:
– Health & Safety related to gas cylinder, (LPG, acetylene, oxygen, butane, propane);
– Basic legislation regarding gas;
– Equipment needed when working with or handling cylinders;
– Cylinder identification;
– Cylinder valves;
– Gas cylinder and relief devices;
– Checking for gas leaks;
– Emergency procedures;
– Procedures in the event of a fire;
– Handling gas cylinders;
– Changing of hoses;
– Transportation of gas cylinders;
– Use of appropriate fire extinguishers;
– Storage methods and conditions for storing.

Lot 2. Confined Space Entry Training
Description
Training and Assessment Event content to include:
– Event 1, Working in Medium Risk Confined Spaces
– Event 2, Working in High Risk Confined Spaces
– Event 3, Emergency Rescue and Recovery of Casualties from Confined Spaces including O2 resuscitator & AED training for confined space work
The training events above must include training on Confined Spaces Gas Detection Equipment, Breathing Apparatus, Winches, Harnesses, ropes and other associated confined space entry equipment, including equipment checks

Lot 3. VHF Band Radio Operation Training and Assessment
Description
Training and Assessment Event content to include:
– Background information and licensing requirements on Marine VHF Radio rules and regulations.
– Routine operation of Marine VHF Radio including digital selective calling
– The correct VHF channels (frequencies) to be used for each type of communication
– The phonetic alphabet and basic radio language
– Communications to include, distress, emergency, medical assistance procedures and ship to shore communication.
– Practical use of Marine VHF DSC radios
– Global Maritime Distress Safety Systems (GMDSS)
– Emergency Position Indicating Radio Beacons (EPIRB)
– Search and Rescue Transponders (SART)
– Competency assessment (Written/Practical)

Suppliers must be Gas Safe Registered and assessed or equivalent.
Suppliers must confirm on eTendersNI that they currently hold the above approval.
It is the Suppliers responsibility to demonstrate how an equivalent approval is equivalent to the stipulated approval.
Lot 2. Confined Space Entry Training
Suppliers must be CABWI (Certification and Assessment Board for the Water Industry) approved or equivalent.
Suppliers must confirm on eTendersNI that they currently hold the above approval.
It is the Suppliers responsibility to demonstrate how an equivalent approval is equivalent to the stipulated approval.
Lot 3. VHF Band Radio Operation Training and Assessment
Suppliers must be Royal Yacht Association accredited or equivalent.
Suppliers must confirm on eTendersNI that they currently hold the above approval.
It is the Suppliers responsibility to demonstrate how an equivalent approval is equivalent to the stipulated approval.
