Description
The Highland Council are seeking the provision of Debt Collection Services to support the recovery of Council Tax, Non-Domestic Rates and Sundry Debts.
The Highland Council requires debt collection services to support the recovery of Council Tax, Non-Domestic Rates and Sundry Debts. All recovery activity must be undertaken in compliance with the relevant legislation and in accordance with the Council’s instructions, policies, and procedures, with the aim of maximising collections while ensuring proportionality and lawful practice.

Question 4A2. Tenderers must be members of the Society of Messengers-At-Arms and Sheriff Officers (SMASO). Tenderers are required to be registered to the SMASO and adhere to its Code of Conduct.
Sheriff Officers and Messengers-At-Arms must be commissioned to operate in the Sheriffdom of Grampian, Highlands, and Islands.
Economic and financial standing
Question 4B5 Tenderers are required to hold, or commit to obtaining prior to the commencement of any subsequently awarded contract, the types of insurance indicated below. Minimum insurance levels to be held throughout the duration of the contract with the Council, policies with a minimum indemnity limit per claim including:
– Employers Liability Insurance to the value of GBP 5,000,000 (for each & every occurrence)
– Public Liability (Third Party) Insurance to the value of GBP 5,000,000 (for each & every occurrence)
– Professional Indemnity Insurance to the value of GBP 2,000,000 (in the aggregate)
