Description
Conwy County Borough Council (CCBC) is seeking to procure a Project Director, Project Manager and NEC4 Supervisor with specialist knowledge and expertise in cultural buildings for a major capital project at Venue Cymru in Llandudno.
The Consultant appointed through this procurement will subsequently lead and deliver RIBA Stages 3 to 6. Prior to this Appointment, CCBC appointed Plann Limited to undertake RIBA Stages 1 & 2, culminating in submission of the RIBA Stage 2 Report.
The procurement of the Lead Consultant/Multidisciplinary Design Team and the Cost Consultant has been completed, with AOC Architecture appointed and currently progressing through RIBA Stage 2.
The project is split into workstreams. Programmes for the two workstreams differ based on the Client’s scheduling requirements and funding deadlines. It is anticipated that construction works for the two workstreams will be delivered independently however the shared project team will sit across both projects to support a coordinated and cohesive approach with awareness of any crossovers in design and construction.
Whilst the same project team will take forward both workstreams, the design process for the auditorium and ventilation will progress ahead of the Culture Hub, to support the delivery of these works in 2027.

Justification for not publishing a preliminary market engagement notice
Preliminary market engagement has not taken place, and a notice was not published in connection with this opportunity. This is due to the time constraints and spending deadlines of the grant funding.
An initial procurement exercise to appoint a Project Director was conducted but was unsuccessful. In order to mitigate further delay and ensure compliance with funding requirements, Conwy CBC subsequently sought and obtained direct quotations from eight suppliers with relevant expertise in this field.
Following an evaluation process, Plann Limited was appointed to progress the project to the planning stage in accordance with the funding requirements. Plann Limited has since delivered RIBA Stages 1 and 2 in accordance with the project brief and funding conditions, culminating in the submission of the RIBA Stage 2 Report.
