Description
Northumbria Healthcare Facilities Management Limited (NHFM), a wholly owned subsidiary of Northumbria Healthcare NHS Foundation Trust (NHFT), wishes to appoint a Main Design & Build Contractor to refresh 12 existing wards at its Northumbria Specialist Emergency Hospital (NSECH) in Cramlington Northumberland.
The primary aim of the project is to improve fire safety protection for patients, staff and visitors in all wards. The project’s secondary aim is to update the ward environment whilst the primary aim is completed.
The 12 existing wards to be refreshed are located in 4no. existing 3-storey towers referred to as Towers A, B, D & E.
There are five main elements to the work proposed on each tower. These are:
• Design and installation of a Mist Suppression system
• Targeted remediation of passive fire protection (Fire Compartment Walls)
• General ‘refresh’ of each ward’s environment.
• Attending to back-log maintenance of the existing Building Services in wards
• Update to IT and digital infrastructure
The procurement is a three stage competitive tendering procedure (a “competitive flexible procedure”) as permitted by the PA 2023.

It is is anticipated that successful Tenderers will be notified of there progression to stage 2 on 1st July 2026.

Competitive flexible procedure description
The procurement is a three stage competitive tendering procedure (a “competitive flexible procedure”) as permitted by the PA 2023:
Stage 1 (Selection) is the submission by each Tenderer of a response to the Supplier Information Questionnaire by the applicable Deadline and the assessment of each such Supplier Information Questionnaire submission received by the Contracting Authority in accordance with this Stage 1 Pack. After the Contracting Authority has assessed Tenderers’ responses to the Supplier Information Questionnaire, it will down-select to six (6) Down-Selected Tenderers;
Stage 2 (Negotiation and Site Visits) is the period during which the Contracting Authority will discuss selected provisions of the draft Contract with each Down-Selected Tenderer in order to seek feedback on the Contract as further described in the Stage 2 Pack and invite Down-Selected Tenderers to visit the sites relevant to the Scope of Works; and
Stage 3 (ITT) is the invitation by the Contracting Authority to all those Down-Selected Tenderers selected to participate further in this tender process to submit a Tender and the assessment of each Tender submission received by the Contracting Authority in accordance with the Stage 3 Pack.
