Description
PfH Cymru (Procurement for Housing Wales) wishes to establish a Wales-specific Decarbonisation, Retrofit and Planned Works Framework Agreement.
Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark.
The Framework will be divided into twelve lots:
- Lot 1 – Decarb and Retrofit – Solar
- Lot 2 – Decarb and Retrofit – Insulation
- Lot 3 – Decarb and Retrofit – Air Source Heat Pumps
- Lot 4 – Decarb and Retrofit – Full Retrofit Works – Value Band 1
- Lot 5 – Decarb and Retrofit – Full Retrofit Works – Value Band 2
- Lot 6 – Planned Works – Kitchens and Bathrooms – Value Band 1
- Lot 7 – Planned Works – Kitchens and Bathrooms – Value Band 2
- Lot 8 – Planned Works – Roofing – Value Band 1
- Lot 9 – Planned Works – Roofing – Value Band 2
- Lot 10 – Planned Works – Windows and Doors
- Lot 11 – Planned Works – Whole Property Planned Works – Value Band 1
- Lot 12 – Planned Works – Whole Property Planned Works – Value Band 2

Framework operation description
Schedule 4 of the Framework Agreement sets out the options for customers to call-off from the framework, which may be by direct award or through a mini-competition.

This Framework (FA) may be used by: all current members of PfH; any Welsh registered social landlord, or English registered provider of social housing that becomes a member of PfH during the FA period; any public authority that becomes a member of PfH at any time during the FA period; any local authority that becomes a member of PfH at any time during the FA period; any housing ALMO that becomes a member of PfH during the FA period; any wholly owned subsidiary of the above organisations; educational establishments and; any other contracting authority listed on the PfH website.
