Description
The Royal Agricultural University (RAU) is seeking to replace and modernise its existing CCTV infrastructure with a scalable, enterprise-grade video management system to enhance the safety, security and operational resilience of the University estate.
The University estate includes academic buildings, student accommodation, public areas, access routes, vehicle routes, car parks, open campus environment and a working farm. The CCTV system forms a critical component of the University’s security infrastructure and supports the work of the Security and Welfare team in monitoring incidents, assisting investigations and maintaining a safe campus environment.
The preferred solution is Avigilon Unity Enterprise video management platform by Motorola.
The appointed Supplier will be responsible for the design, supply, installation, configuration, commissioning and ongoing support of the new CCTV system across the University estate. The contract is expected to last 5 years.
There will be two site visit opportunities offered as group sessions (meaning that there will be competing suppliers in attendance in each group). Bidders are requested to limit the attendees to a maximum of 3 personnel. Accompanied campus tour will include the opportunity to take photographs, take measurements and ask questions. Description of possible extension:
We would use the extension year to run a new open tender process and possible migration project.
Options
The right to additional purchases while the contract is valid.
Our estate will be going through an expansion and renovation process over the 5 year period of the contract.
We would expect that as new buildings are built and campus improvements take place that additional security cameras will be required to be installed or existing cameras relocated as part of the natural evolution of change.
Our CCTV requirements will grow as we grow.

Participation
Conditions of participation
There needs to be engineers and support technicians based in the UK who will be able to complete the installation and provide ongoing support and maintenance by attending our campus in Cirencester, Gloucestershire.
We would expect the helpdesk / account management services to be provided in English.

Award criteria
All bidders are required to complete the ITT questionnaire as part of their bid submission. The questionnaire details what percentage of the marks have been assigned to each question and how our points awarded for each answer will be calculated to deliver a final score. The highest overall score will win the bid.
70% of the marks will be awarded to the customers assessment of the Bidders responses to the questionnaire questions with regards to technical merit and quality of the services described by the Bidder. There are 26 questions on the ITT questionnaire so please take care to read through thoroughly and allow adequate time to gather any statistical data, references or case studies to demonstrate capability and expertise in the information you provide in your answers.
30% of the total marks will be awarded for price and value. Note – value for money includes the bidders ability to demonstrate that all of the requirements will be met within the price quoted. Value for money includes sustainability and social value. Quotations should transparently state any ongoing costs including any standard price increases over the life cycle of the contract for both the services and the goods supplied.
